What is an Item Upgrader in Pokemon Go?
A transparent device that allows certain Pokemon species change. It was created by Silph Co.
The item upgrader adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to purchase upgrades.
It boosts

Costs
Upgrades have certain costs associated with them. The first cost is the upgrade itself. This cost can be expensive and is dependent on the new value of the item and the number perks it gains. It can also be costly to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).

An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the chance of a successful upgrade by some percentage. This is similar to the luck bonus some items have, but is more reliable. It can be added to any weapons or armor, and is used three times.
You can also add additional components to the upgrade to increase its chances of success. These are displayed in a window that is above the + button. There are some limitations. The maximum amount of material you can add is displayed directly above the + button.
A Blacksmith Blessing or an upgraded version, can be used to boost the chances of a successful upgrade. This item is beneficial in the event that you have an item of equipment that is at the highest level for its tier or is close to it. This item will allow you upgrade the equipment to the next level without the risk of breaking.
If an upgrade is unsuccessful it will be restored to its original state. This is often a downgrade, but could also be an upgrade. You should save an upgrade until you reach the maximum level of an item.

Failure Rate
